Regular Town Board Meeting
December 8, 2008

Janice Johnson called the meeting to order.  The Pledge of Allegiance
was recited.  Roll call was taken and all Board Members were present. 
The Clerk verified that the meeting was posted.
Sherrie Craft made a motion to accept the minutes as written.  Scott
Khalar seconded the motion and motion carried.
Rose Graves read the Treasurer’s Report.   
	Beginning balance	$131,990.65
	Total Receipts		$     7,788.91
	Total Disbursements	$   27,355.70
	Remaining Balance	$ 112,423.86

Scott made a motion to accept the report as read.  Sherrie seconded
the motion and motion carried.  
The Clerk asked Todd Carlson, Fire Chief to clarify when monies would
be needed for the new fire trucks.  Todd stated that the remaining
balance on the first truck will be due on delivery or shortly
thereafter.  This was anticipated to be in two weeks.  The balance due
on the truck purchased with the FEMA grant will be due when the truck
is finished several months from now.
Kathy Emons addressed the Board regarding her neighbor’s dogs running
loose.  She stated that these dogs were chasing deer, destroying
poultry and has been going on for a year or more.  She also stated
that she has ongoing issues with this neighbor.  The Board responded
that the Animal Control Ordinance will be reviewed and amended if
needed.  Other issues would need to be addressed by Douglas County
Officials.
Sherrie made a motion to pay the town’s bills.  Scott seconded the
motion and motion carried.
Todd Carlson gave the Fire Department report.    There were no Fire or
EMS calls this month.  Marvin Landreth has installed the radios in the
trucks.  These were purchased with the OJA grant and the invoice
should be coming soon.  A portion of this may be paid in 2009. 
Discussion was held on the fuel  needed for the new fire trucks. 
Janice will obtain a fuel credit card from the station in Brule.  We
will continue to purchase fuel for the garage as we have been until we
are required in 2010 to switch over to the new fuel.   The fire trucks
will be fueled in Brule.
Scott Khalar gave the Equipment and Roads report.  Marvin Landreth
asked if the Shortcut Road would be cut down next year.  Scott replied
that it would depend on funds available.  Janice commented that she
has been working with the company responsible for blacktopping Ross
Road.  The final offer  from them is to extend the warranty another
year and to give us a $10,000 credit on a future project.  Janice felt
this was the end of this matter for now.  
There was nothing to report  for the Grounds, Buildings and Recycling.
 The Constable reported 2 dog calls.  There was no activity for the
cemetery.  Willard Kiefer gave the Comprehensive Planning Committee
report. 
The Board discussed the Animal Control Ordinance.  It will be tabled
until next month to give the Board time to review it and suggest
amendments.
Scott made a motion to contribute $100 to Superior Days.  Sherrie
seconded it and motion carried.
The next Regular Town Board Meeting will be held on Monday, January
12, 2009, 7:00 p.m. at the Highland Town Hall.
Sherrie made a motion to adjourn the meeting.  Scott seconded the
motion and motion carried.  Meeting was adjourned.
