Regular Board Meeting

Janice Johnson called the meeting to order.  The Pledge of Allegiance
was recited and all Board Members were present.  The Clerk verified
that the meeting was posted.

Sherrie Craft made a motion to approve the minutes as written.  Scott
Khalar seconded the motion and motion carried.

Rose Graves gave the Treasurer’s Report.  Scott made a motion to
approve the report as read.  Sherrie seconded the motion and motion
carried.
	Beginning Balance:	$112,423.86
	Total Receipts:		$261,499.82
	Total Disbursements:	$120,598.97
	Ending Balance:		$253,324.71

Sherrie made a motion to approve the disbursement requests.  Scott
seconded the motion and motion carried.

Tom Stewart was in attendance.  Stated that the main issue the county
is working on is the use of the proposed 3rd courtroom at the Metro
Center.  A federal agency has expressed interest in leasing the space
and that is being discussed.

Janice stated that she had received a thank you for the contribution
to Superior Days.

Todd Carlson gave the Fire Department report.  The new truck should be
here soon,  perhaps as early as Friday.  He will notify the clerk who
will post the info on the website for all who would like to attend the
ceremony.  It is FEMA grant application time.  He proposes we contact
the grant writer again and seek funds to replace all hoses and loose
equipment as needed.  Estimated cost would be $20,000 - $24,000 and
the town’s share would be 5% of that.  An issue of the behavior of a
Fire Department member was raised and it was decided that the Board
would hold a closed session to further discuss the issue.

Scott gave the Equipment and Roads Report.  There have been complaints
of people pushing snow onto town roads.  He reminded people that this
is illegal and perhaps by getting the word out, we could get people to
stop doing it.

Sherrie gave the Grounds, Building and Recycling Report.  The furnace
at the town hall had broken down and has been repaired.

The Constable’s report was one dog call.  There was no activity for
the cemetery.

Willard Kiefer gave the Comprehensive Planning Committee Report. 
Steve Rannenberg, Douglas County Zoning Administrator will be at the
meeting held on February 4, 2009 to explain the many facets of the
zoning ordinance.  The public is welcome and encouraged to attend.

The purchase of a CD was discussed to hold the funds designated for
the purchase of the fire truck.  Due to the comparable interest rates
between a CD and money market account, no action was taken.  The money
will remain in the Money Market account.
Sherrie made a motion to approve amending the Dog Control Ordinance. 
Scott seconded the motion and motion carried.

Scott made a motion to approve the form that will be completed by the
Constable for all animal complaints.  Sherrie seconded the motion and
motion carried.

Sherrie made a motion to amend the 2008 Budget as presented.  Scott
seconded the motion and motion carried.

The Clerk asked the Board to review an Employee Handbook in the next
few months, and perhaps the Board would come up with an Employee
Handbook they could adopt. 

The next Regular Town Board Meeting will be held Monday, February 9,
2009 at 7:00 p.m. at the Highland Town Hall.

Sherrie made a motion to adjourn the meeting.  Scott seconded the
motion and motion carried.

Meeting was adjourned.
