Regular Town Board Meeting
July 13, 2010

Sue Ann Bruce called the meeting to order.  The Pledge of Allegiance
was recited.  Roll call of officers was taken and all board members
were present except for Scott Khalar who was out of town.  Present
were Sue Ann Bruce – Chairperson, Mike Trenda – Supervisor, Nora Anne
Moss – Clerk and Rose Graves-Treasurer.  The Clerk verified that the
meeting was published and posted.  There was no public comment.

M. Trenda made a motion to approve the minutes of the previous meeting
as written.  S. Bruce seconded the motion and motion carried.

There were no county representatives present.  Correspondence was
reviewed.  S. Bruce is planning on attending a portion of the training
being offered by Douglas County.  There will be four people attending
the Advanced Planning Commission Workshop held by the UW-Extension
office.  S. Bruce will register them – S. Bruce, M. Trenda, Will
Kiefer and Sherry Amys.  The Kin Community Needs Survey will be put on
the August Agenda as well as the item of the Town making a donation to
them.  S. Bruce encouraged anyone who knows of needs within the town
that can be addressed by KIN to let her know.  

S. Bruce made a motion to adopt the proposed Town Road Access
Ordinance.  M. Trenda seconded the motion and motion carried.  S.
Bruce directed the clerk to include this in the building packet of
information that is given to all building permit applicants.  

S. Bruce stated that she had received two bids for the TRIP funded
road work.  Although these will be open tonight, she will postpone
acting on this until S. Khalar can be present.  A special meeting will
be called when all board members can attend.  Northwoods Paving 
-$74,042.80 (this includes a $10,000 credit given the town to
compensate for the mile on Ross Road that the Board felt was not up to
standards) and Scott Construction - $67,858.00.  Rick Forsythe from
Northwoods Paving was present.  He stated that he welcomed residents
to check out Ross Road for themselves.  He felt that it was in good
condition and stressed that his company was local and employed local
residents.  

S. Bruce gave an update on the Road Sign Replacement project.  She
stated that a list is still being prepared of all the road signs that
need to be replaced.  Complete information is not available from the
state yet and she will report on that when it is available.  

Guidelines for board members making purchases without board approval
were discussed.  This will be discussed further when S. Khalar is
present to give his input.  

The Highway Workers Vacation hours were discussed - specifically
allowing the employees to carryover more vacation hours than specified
in the contract.  S. Bruce made a motion to follow the contract.  M.
Trenda seconded the motion and motion carried. 

S. Bruce stated the Town of Highland will be hosting the WTA July
Meeting on Tuesday, July 20.  M. Trenda made a motion for S. Bruce to
purchase needed food items for the meeting.  S. Bruce seconded the
motion and motion carried.

S. Bruce gave a brief summary of the Equipment and Roads report
submitted by S. Khalar.  M. Trenda gave the Buildings, Grounds and
Recycling Report.  The leak in the roof has been repaired.  The air
conditioning does not appear to be working in the hall.  S. Bruce made
a motion and M. Trenda seconded it to have M. Trenda contact Arch
Hearing to have it repaired.  

Larry Schaller gave the Constable’s Report of no calls.  He reminded
residents to keep their vehicles locked as well as their houses. 
There have been break- ins reported in neighboring towns.

Will Kiefer gave the Cemetery Report of one cremation burial.  W.
Kiefer gave the Town Plan Commission Report.  He reported that the
Plan Commission met and discussed Lew Castle’s application to
subdivide his parcel.  The Commission was recommending that it be
approved.  M. Trenda made a motion to approve the application.  S.
Bruce seconded the motion and motion carried.  The Comprehensive Plan
copies have been delivered.  W. Kiefer also stated that Tansy is
considered an invasive species and is quite common in the northern end
of the town.  He would like to discuss this further at the special
meeting that will be scheduled.  

Ron Cairns gave the Fire Department Report.  He stated that he felt
capable of being Fire Chief even while he recuperated from his health
issues.  He stated that they system is in place for mutual aid to be
called for responding to emergencies in the town.  He felt within 2-3
weeks he would be give the all clear to respond himself to fire
scenes.  M. Trenda made a motion to approve the fire department’s
disbursement requests.  S. Bruce seconded the motion and motion
carried.  M. Landreth gave a presentation on Fire Wise Fun Day.  He
felt the day went well and would like to see it continue next year. 
Approximately $1000 was made after expenses.  R. Cairns would like the
item of having a combined Secretary/Treasurer put on next month’s
agenda.

M. Trenda made a motion to approve the disbursement requests.  S.
Bruce seconded the motion and motion carried.  

S. Bruce made a motion to approve the Treasurer’s Report as read.  M.
Trenda seconded the motion and motion carried.		Beginning

			Total Receipts:			$  27,736.36
			Total Disbursements:		$  23,992.48
			Ending Balance:			$135,425.09

The next Regular Town Board Meeting will be Tuesday, August 10, 2010
at 7:00 p.m. at the Highland Town Hall. 

M. Trenda made a motion to adjourn the meeting.  S. Bruce seconded the
motion and motion carried.  Meeting was adjourned.
