June 8, 2010
Regular Town Board Meeting

Sue Ann Bruce called the meeting to order.  The Pledge of Allegiance
was recited.  Roll call of officers was taken.  All board members were
present except for Scott Khalar:  Sue Ann Bruce – Chairperson, Mike
Trenda – Supervisor, Rose Graves – Treasurer, and Nora Anne Moss –
Clerk.  The clerk verified that the meeting was published and posted.


M. Trenda made a motion to accept the minutes as written of the
previous regular town board meeting and the special town board meeting
held on June 1.  S. Bruce seconded the motion and motion carried.

Mary Kasinskas from the DNR was present and gave a brief summary of
the FireWise program.

Correspondence was reviewed.

S. Bruce discussed the proposed Town Road Access Ordinance.  The
purpose of this ordinance is to keep town roads safe and to prevent
destruction of town roads.  A public hearing will be held at 6:30
p.m., July 13, 2010 prior to the regular town board meeting.  The
Ordinance may be acted upon at that town board meeting.  A copy of
this ordinance is on the website as well as the posting boards.  

S. Bruce discussed the replacement of the town road signs due to the
upcoming new regulations regarding reflectivity.  The board is in the
process of creating a list of signs that will need to be replaced. 
She stated that the county will be placing an order for the towns and
we can participate with that to get the best price.  She also stated
that the county is able to check the reflectivity of current signs to
verify which signs won’t need to be replaced.

S. Bruce discussed the TRIP funds application for the Minnesuing Road.
 Due to the confusion over what mile the Town of Highland owns, she
has amended the application to cover the second mile from Highway S. 
The advertisement for bids has been corrected and published.  Bids are
due by July 12 and will be opened at the regular town board meeting on
July 13.

S. Bruce made a motion to approve the renewal application by Kathy
Emons for a Alcohol Beverage License as well as the Cigarette and
Tobacco Products License contingent upon Ms. Emons paying her personal
property taxes.  M. Trenda seconded the motion the motion carried.

M. Trenda made a motion to designate Chippewa Valley Bank as the
Public Depository.  S. Bruce seconded the motion and motion carried.

S. Bruce made a motion to cash in the Certificate of Deposit for
$20,000 plus interest that is currently designated for Highway
Equipment.  This money will remain designated for Highway Equipment
but will be moved into the money market account.  M. Trenda seconded
the motion and motion carried.

The Building Packet process was discussed.  S. Bruce is working with
Will Kiefer in trying to make this process easier and more time
efficient.  

Discussion was held on the procedures for board members to make
necessary purchases prior to board approval.  S. Bruce will research
the proper wording on this proposal and it will be put on next month’s
agenda.

The Fire Department By-Laws were signed.

There was no Equipment and Roads report due to S. Khalar’s absence. 
M. Trenda gave the Building, Grounds and Recycling report.  Discussion
was held on the possibility of the town having recycling available for
rechargeable batteries and cell phones.  There is a leak in the roof
of the apparatus floor.  S. Bruce made a motion for M. Trenda to get
this repaired.  M. Trenda seconded the motion and motion carried. 
Larry Schaller gave the Constable’s report of one call for logging
equipment parked on somebody’s land.  Will Kiefer commented that they
had a nice Memorial Day Service at the Cemetery.  We are still waiting
for the final copies of the Comprehensive Plan from the county.

Ron Cairns gave the Fire Department Report of 2 EMS calls – 1 mutual
aid with Lake Nebagamon and 1 in Highland.  One wildland call was
called off, due to the DNR handling it.  M. Trenda made a motion to
approve the Fire Department’s disbursement requests.  S. Bruce
seconded the motion and motion carried.  Marvin Landreth gave a report
on the FireWise Fun Day to be held June 12, 2010.  Discussion was held
on the possibility of having a combined secretary/treasurer for the
Fire Department.  R. Cairns would like this position to not be
required to be either a fire fighter or an EMS first responder.  This
will be put on next month’s agenda for further discussion and/or
action.

S. Bruce made a motion to approve the disbursement requests.  M.
Trenda seconded the motion and motion carried.

R. Graves gave the Treasurer’s Report.  S. Bruce made a motion to
approve the report as read.  M. Trenda seconded the motion and motion
carried.

		Total Receipts:			$    6,176.12
		Total Expenditures:		$  23,248.81
		Ending Balance:			$131,681.21

The next Regular Town Board Meeting will be held Tuesday, July 13,
2010 at 7:00 p.m. at the Highland Town Hall.

M. Trenda made a motion to adjourn the meeting.  S. Bruce seconded the
motion and motion carried.  Meeting was adjourned.
